HLAA Supports Initiative to Turn On the Captions!

In 2008, San Francisco enacted a city ordinance that required places of public accommodation that have televisions to activate the captions on those TV’s. Two years later, Maryland is poised to do deliver the same kind of access to people with hearing loss who visit public places throughout the state. It would be, to our knowledge, the first state to provide such a law.

Hearings for the bill were held in Annapolis on January 20, 2010. HLAA, HLA-Greater Baltimore and HLA-Montgomery County, as well as NAD and the Maryland NAD are all supporting the passage of this bill. We are all eager for a time when we can visit a public place and see the televisions with their captions on.

  1. That's a great initiative.

    However, it's not enough to turn on the captions, you also have to make sure they actually work. My gym has captions on all TVs and only on a few of them they are not some madness of jumbled letters. I have been a member of this gym for over a year, and I have seen no effort to correct that.

  2. Yana, the problems with the captions at your gym are probably due to problems from the pay TV service provider or from the different stations you're watching. The captioning problems need to be addressed at the source. Try finding out who the pay TV service provider is for the gym and ask other deaf or hard of hearing people who use that service with the same set top box if they have noticed the same problems with captions on their end. If they have, then they or you need to notify the pay TV service provider of the problems and ask them to fix the problems. If they haven't, then ask the gym to request a service call to have the caption settings checked on their set top boxes.
